India’s approach to climate action is firmly rooted in the principle of equity and common but differentiated responsibilities. Despite being the world’s third-largest emitter in absolute terms, India contributes only around 7% of global emissions while housing 17% of the world’s population. The country’s per capita emissions remain significantly lower than developed nations, highlighting the disproportionate carbon footprint of industrialized countries.
At the COP26 climate summit in Glasgow, Prime Minister Narendra Modi presented India’s Panchamrit strategy, emphasizing that climate justice requires wealthy nations to acknowledge their historical responsibility. India has already achieved its commitment of 40% energy production from renewable sources, way ahead of the 2030 Paris Agreement target, demonstrating leadership despite limited resources compared to developed economies.
Powering the future with renewable energy
India’s renewable energy expansion represents one of the most ambitious clean energy programs globally. The country is implementing a massive transformation of its energy sector through multiple policy initiatives and technological innovations.
National missions driving clean energy adoption
The government has launched several critical initiatives to accelerate the clean energy transition. India is implementing the largest Renewable Energy expansion program in the world, envisaging a five-fold increase in overall renewable energy capacity. This includes solar power projects, wind energy installations, and the National Green Hydrogen Mission with a budgetary outlay of approximately 2.4 billion dollars.
Green hydrogen has emerged as a game-changer in India’s energy strategy. The country is uniquely positioned to become a global leader in green hydrogen production due to its abundant renewable energy resources, low regeneration costs, and robust research ecosystem supporting hydrogen production, storage, and utilization technologies.
Biofuels bridging the energy gap
The National Policy on Biofuels, notified in 2018, aims to achieve 20% ethanol blending in petrol and 5% biodiesel blending in diesel by 2030. The policy has been further strengthened with recent amendments advancing the ethanol blending target to 2025-26, demonstrating India’s commitment to reducing dependence on fossil fuel imports.
These initiatives support multiple objectives including energy security, agricultural income enhancement, and waste management. The policy encourages using diverse feedstocks such as sugarcane juice, damaged food grains, and used cooking oil, creating economic opportunities while addressing environmental challenges.
India’s commitments under the Paris Agreement
At COP26, India announced five ambitious elements of climate action known as Panchamrit. The most headline-grabbing commitment was achieving net-zero emissions by 2070, but the near-term targets deserve equal attention for their immediate impact on decarbonization.
The 2030 roadmap
India has committed to reaching 500 GW of non-fossil fuel energy capacity by 2030, fulfilling at least half of its energy requirements via renewable energy, reducing carbon dioxide emissions by 1 billion tons, and reducing carbon intensity below 45 percent by 2030. These targets represent a significant scaling up from previous commitments.
The renewable energy sector has witnessed remarkable progress with record investment increasing by 91.5% between 2023 and 2024, and over 73 GW of utility-scale solar and wind capacity currently under tender. Rooftop solar installations have doubled, driven by supportive policies and falling costs that make renewables increasingly competitive with coal.
Challenges in implementation
Despite impressive progress, India faces significant challenges in meeting its ambitious targets. Coal continues to dominate electricity generation, accounting for around 75% of total generation. The transition requires not just renewable capacity addition but also grid modernization, energy storage solutions, and policy interventions to enable coal phase-down while ensuring energy security.
Building a circular economy through recycling
India’s approach to sustainability extends beyond energy to embrace circular economy principles that minimize waste and maximize resource efficiency. The country has launched several innovative initiatives to transform waste into valuable resources.
The Unbottled initiative
Indian Oil Corporation launched the “Unbottled” initiative to create uniforms from recycled PET bottles, with each uniform supporting the recycling of around 28 used bottles. This project aims to recycle 10 crore PET bottles, demonstrating how circular economy principles can be applied at scale in corporate operations.
The initiative aligns with Prime Minister Modi’s pledge to phase out single-use plastic and showcases how businesses can contribute to environmental sustainability while meeting operational needs. Indian Oil provides these sustainable uniforms to retail customer attendants and LPG delivery personnel, creating a tangible example of waste-to-value transformation.
PET bottle recycling ecosystem
India has developed a sophisticated PET bottle recycling ecosystem involving waste collectors, aggregators, and recyclers. The informal sector plays a crucial role, with waste pickers and kabadiwallahs collecting and sorting plastic waste efficiently. This system has proven remarkably effective, with PET bottles fetching reasonable prices in the market due to strong demand from recyclers.
Major corporations are investing in advanced recycling technologies. Companies are implementing bottle-to-bottle recycling using state-of-the-art decontamination processes, producing food-grade recycled PET that meets the same quality standards as virgin material while significantly reducing carbon emissions and energy consumption.
The future of sustainable development
India’s journey toward sustainable development requires balancing rapid economic growth with environmental protection. The country has formally embraced circular economy principles through various policies and initiatives.
The framework of 4 Rs
The 4 Rs of waste management – Reduce, Reuse, Recycle, and Recover – provide a framework for sustainable resource management while minimizing waste generation and maximizing resource utilization. This approach creates conditions for businesses to participate in the circular economy, where materials are recovered, recycled, and reused instead of ending up in landfills or ecosystems.
India’s cultural practices offer a strong foundation for circular economy adoption. Traditional systems like kabadiwallahs collecting dry waste and durable household items exemplified circularity long before it became a global trend. The challenge now lies in scaling these practices and integrating modern technology to create a comprehensive circular economy.
Scaling up sustainability
India’s material consumption is projected to reach 14.2 billion tonnes by 2030, requiring urgent action to improve resource efficiency. The country currently recycles only about 20% of waste compared to Europe’s 70%, indicating significant room for improvement. Policy initiatives must focus on sector-specific targets, strict enforcement, and collaboration across all stakeholders from households to industries.
The sharing economy aligns well with younger Indians’ preferences for access over ownership, whether renting furniture, vehicles, or clothing. Policy incentives for such enterprises can make sustainable consumption mainstream while reducing resource pressure and waste generation.
Charting the path forward
India’s approach to green growth and sustainable development demonstrates that environmental responsibility and economic growth need not be mutually exclusive. Through ambitious renewable energy targets, innovative circular economy initiatives, and a commitment to climate justice, India is creating a development model that other nations can learn from.
The success of this transition depends on continued policy support, technological innovation, adequate climate finance, and public participation. As India works toward its vision of becoming a developed nation by 2047, integrating sustainability into every aspect of development will be crucial for ensuring that growth benefits both present and future generations.
