India’s forest landscape tells a complex story of transformation, loss, and evolving conservation efforts. Since independence, the country has witnessed dramatic shifts in how forests are managed, utilized, and protected. While recent reports show marginal increases in overall forest cover, these statistics often mask deeper concerns about the quality of forests, regional disparities, and the continued pressure on natural ecosystems that sustain millions of livelihoods and countless species.

The historical trajectory of forest loss in India

India’s relationship with its forests underwent a fundamental shift during the colonial period. While forest degradation occurred throughout human history, research shows that systematic exploitation began under British rule when timber became a strategic resource for shipbuilding, railway expansion, and commercial export. By the time India gained independence in 1947, forests covered an estimated 89 million hectares.

The post-independence era brought a different kind of pressure on forests. World War II had already accelerated deforestation through increased demands for timber and resources. The newly independent nation, focused on rapid industrialization and self-sufficiency, viewed forests primarily as economic assets. The decades following 1947 witnessed significant acceleration in deforestation rates, with forests shrinking from 89 million hectares to approximately 63 million hectares by 2010.

Development at the cost of forests

Several interconnected factors drove forest loss during the post-independence decades. The Green Revolution of the 1960s pushed agricultural frontiers into forested regions to meet food security needs. Large-scale industrial development, including mining operations and power plants, led to extensive forest clearance in mineral-rich regions. Infrastructure projects such as dam construction, road building, and energy installations resulted in forest submergence and fragmentation.

The population also played a crucial role. When India gained independence, its population stood at approximately 342 million people. By 2020, this had grown to nearly 1.3 billion, placing enormous pressure on forest lands for settlement and cultivation. As more people needed food and housing, forests were increasingly converted to meet these demands.

Turning point in the 1980s

The 1980s marked a watershed moment in India’s forest management. The Forest Conservation Act of 1980 represented a significant policy shift, requiring central government approval for converting forest land to non-forest uses. Before 1980, India was diverting approximately 150,000 hectares of forestland annually. After the Act’s implementation, this rate declined drastically to around 15,500 hectares per annum. This legislative intervention helped stabilize the total forest area at around 64 million hectares.

According to the India State of Forest Report 2023, the country’s total forest and tree cover now stands at 80.9 million hectares, covering 24.62% of the geographical area. This includes very dense forests at 7.13%, moderately dense forests at 9.86%, and open forests at 7.63%.

Regional patterns of forest loss and degradation

India’s forest loss has not been uniform across the country. Different regions have experienced varying degrees of deforestation based on factors including development pressures, mining activities, agricultural expansion, and population density.

Central Indian states facing severe pressure

Madhya Pradesh, despite having the largest forest cover in India at 77,073 square kilometers, has emerged as a hotspot for deforestation. The state lost 612.41 square kilometers of forest area between 2019 and 2023, comparable to the size of Indore city. This loss represents the steepest decline among all Indian states during this period.

The encroachment of soybean monocultures is affecting approximately 10,000 hectares annually in the Bundelkhand region of Madhya Pradesh. This agricultural expansion has led to severe soil degradation, with erosion rates reaching 20 tons per hectare each year. Mining for coal, bauxite, and other minerals has been a principal driver of deforestation in Madhya Pradesh, along with neighboring states like Chhattisgarh, Jharkhand, and Odisha.

Maharashtra, another state with significant forest resources, has also experienced considerable forest loss. The state hosts over 400 million tonnes of carbon stock in its forests, yet faces ongoing pressures from urbanization, infrastructure development, and agricultural expansion. The Western Ghats region of Maharashtra, a recognized biodiversity hotspot, has experienced fragmentation due to hydroelectric projects, mining, and plantation agriculture.

The shrinking forests of Northeast India

The Northeastern states present a particularly concerning picture. Despite containing about 25% of India’s forest cover, the region has suffered substantial losses. Between 2013 and 2023, six northeastern states lost 3,877 square kilometers of forest cover, roughly the size of Goa.

Arunachal Pradesh, which has the highest percentage of forest cover in India, lost over 2,000 square kilometers between 2000 and 2020. The state continues to experience deforestation due to shifting cultivation practices, infrastructure development, and illegal logging. Nagaland lost 794 square kilometers of forest cover between 2013 and 2023, approximately half the area of Delhi.

Shifting cultivation, locally known as jhum, remains prevalent across all northeastern states. This traditional practice involves clearing forest areas for cultivation, which were historically given 10 years to regenerate. However, with growing population pressure, this cycle has shortened to just two to three years, significantly reducing the forest’s ability to recover. The practice has contributed to the loss of an estimated 10 million hectares of forests in the region.

Mizoram presents an interesting contrast. Despite having 85% of its land under forest cover, the state lost 531 square kilometers in recent assessments due to various factors including shifting cultivation and development activities. However, more recent data shows the state has also undertaken significant afforestation efforts.

The critical role of forests in India’s ecosystem

India’s forests provide far more than just timber and resources. They serve as the backbone of the country’s ecological, economic, and cultural landscape, supporting countless lives and livelihoods while regulating climate and protecting against natural disasters.

Biodiversity conservation and habitat protection

India is one of the world’s 17 megadiverse countries, hosting 8% of global biodiversity despite occupying just 2.4% of the world’s land area. Its forests support an estimated 45,000 plant species and 91,000 animal species, including many endemic and endangered species found nowhere else. The forests of the Western Ghats, Eastern Himalayas, and Northeast India are recognized as global biodiversity hotspots.

Forests harbor the majority of India’s terrestrial biodiversity, supporting not only wildlife but also ecotourism and conservation-linked livelihoods. Tiger reserves like Ranthambore and Corbett attract millions of tourists annually. The Project Tiger initiative has successfully doubled the tiger population to approximately 3,925 in 2023, boosting India’s global conservation image.

Climate regulation and carbon sequestration

Forests play a crucial role in regulating climate by absorbing carbon dioxide and releasing oxygen. According to the India State of Forest Report 2023, the country’s forest carbon stock is estimated at 7,285.5 million tonnes, with an increase of 81.5 million tonnes compared to 2021. India’s total carbon stock has reached 30.43 billion tonnes of CO2 equivalent, approaching the 2030 target of 2.5 to 3.0 billion tonnes set under the Paris Agreement.

The Green India Mission, launched as part of India’s National Action Plan on Climate Change, aims to expand forest and tree cover by 5 million hectares and improve the quality of another 5 million hectares. These efforts not only enhance carbon storage but also improve water management and biodiversity.

Supporting millions of livelihoods

More than 300 million people in India derive full or partial livelihood and sustenance from forests. Forest-dependent communities rely on forests for fuelwood, fodder, minor forest products, and traditional medicines. Around 26% of India’s villages are forest fringe villages where forests fulfill socio-cultural and livelihood needs.

The minor forest produce sector in India is the country’s largest unorganized sector, providing crucial income for tribal and rural communities. Programs like the Pradhan Mantri Van Dhan Yojana aim to improve livelihoods by enhancing the value of forest produce, creating sustainable economic opportunities while promoting conservation.

Watershed protection and disaster mitigation

Forests help control the water cycle by regulating precipitation, evaporation, and flows while preventing soil erosion. Forested watersheds supply freshwater to more than 85% of the world’s major cities. In India, forests act as natural buffers against disasters like floods, landslides, and cyclones. Mangrove forests along the coast, particularly in regions like Odisha’s Bhitarkanika, have protected communities during cyclones, saving billions in potential damages.

The Economics of Ecosystems and Biodiversity India Initiative estimated in 2018 that Himalayan forests alone provide ecosystem services worth approximately 4 billion dollars annually, including water purification, carbon sequestration, and flood control.

The path forward

The status of deforestation in India presents both challenges and opportunities. While historical forest loss has been substantial, recent decades have shown positive trends through policy reforms, community empowerment, and conservation initiatives. The Forest Rights Act has recognized the rights of forest-dwelling communities, while Joint Forest Management programs involving over 100,000 committees have helped stabilize forest cover.

However, challenges remain. The quality of forest cover matters as much as quantity. Converting natural forests to plantations or allowing dense forests to degrade into open forests undermines ecosystem services and biodiversity. Regional disparities, particularly in central India and the Northeast, require targeted interventions. Mining, infrastructure development, and agricultural expansion continue to pressure remaining forests.

Addressing deforestation effectively requires balancing development needs with conservation imperatives, recognizing the rights and knowledge of forest-dependent communities, and harnessing scientific expertise and technological capabilities. Only through integrated efforts can India protect its remaining forests while preserving biodiversity, supporting climate stability, and sustaining the millions of livelihoods that depend on these invaluable ecosystems.
