India stands at a critical juncture where its natural vulnerability is intensifying at an alarming rate. While the country has always been prone to natural disasters, recent trends reveal a troubling escalation in both frequency and severity. From devastating floods that submerge entire cities to cyclones that uproot millions, the impact of natural disasters is reshaping lives and livelihoods across the subcontinent.

India’s geographical vulnerability: A natural hotspot for disasters
India’s geographical position makes it one of the most disaster-prone countries in the world. Approximately 85 percent of Indian land is vulnerable to one or more natural hazards, with different regions facing distinct threats. The diverse topography, ranging from the Himalayan mountains in the north to the coastal plains in the south, creates a complex landscape of risks.
The numbers paint a stark picture. According to disaster management authorities, about 68 percent of India’s area is susceptible to drought, 57 percent to earthquakes, and 12 percent to floods. The eastern coastline is particularly vulnerable, with approximately 5,700 kilometers of the 7,500-kilometer coastline prone to cyclones and storms from the Bay of Bengal and Arabian Sea.
The collision between the Indian and Eurasian tectonic plates creates significant seismic activity, placing roughly 60 percent of India’s territory in moderate to severe earthquake risk zones. Meanwhile, the annual monsoon season, which brings about 75 percent of India’s rainfall, also triggers widespread flooding, particularly in the Indo-Gangetic and Brahmaputra plains.
Factors intensifying vulnerability
Population growth and density
Though India comprises only two percent of the world’s landmass, it is home to one-sixth of the global population. This high population density significantly amplifies disaster impacts. The India Disaster Knowledge Network estimated that 50 million people are affected by droughts and 30 million by floods annually.
The sheer number of people living in hazard-prone areas means that even moderate disasters can affect millions. During a single drought event, an average of 75 million people are impacted-more than the combined population of California and Texas-while a typical flood affects approximately 3 million people.
Rapid urbanization and informal settlements
Urbanization has emerged as a critical vulnerability multiplier in India. Population growth and urbanization have increased India’s vulnerability to natural disasters, as more people reside in slums and informal settlements. Approximately 65.5 million Indians live in urban slums, where inadequate infrastructure and poor construction standards make residents extremely vulnerable to disasters.
Major cities like Delhi, Mumbai, Kolkata, and Hyderabad have experienced rapid population growth, particularly on their peripheries, often in areas beyond official administrative boundaries. These informal settlements typically lack proper drainage systems, earthquake-resistant construction, and early warning mechanisms. When disaster strikes, the most vulnerable urban residents tend to be socioeconomically deprived, living in informal settlements located in areas at greatest risk for flooding or landslides.
Poverty and limited resources
Economic vulnerability compounds natural hazards. Approximately 25 percent of the population lives in poverty and is therefore the least resilient to disasters. Poor communities often extract environmental resources to sustain their living, exposing them to even greater risks. They lack the financial cushion to rebuild after disasters and are frequently pushed deeper into poverty by each catastrophic event.
Climate change amplification
Climate change has become a significant catalyst in altering India’s vulnerability landscape. Due to climate change, disasters are occurring with higher frequency and intensity, happening in new areas and causing more damage to less prepared populations. Rising temperatures increase glacial melting in the Himalayas, leading to flash floods downstream and prolonged droughts in other regions. Warmer ocean temperatures intensify cyclones, while erratic rainfall patterns disrupt agricultural cycles.
Recent disaster trends and their impacts
The 2023-2024 flood crisis
The 2023 monsoon season proved particularly devastating. In July 2023, monthly precipitation exceeded two standard deviations from average rainfall, marking the highest precipitation levels in 23 years. North India experienced catastrophic flooding, with Himachal Pradesh and Uttarakhand bearing the brunt of the disaster.
The human toll was staggering. In 2024, Assam alone recorded 117 deaths due to floods, with the cumulative toll from 2019 to July 2024 reaching 880 deaths. The Yamuna River in Delhi overflowed due to heavy upstream rainfall, flooding several areas and disrupting millions of lives.
The Wayanad landslide tragedy
One of 2024’s worst disasters struck Kerala’s Wayanad district in July. Rainfall-triggered landslides in Chooralmala and Mundakkai villages left over 400 dead, with several kilometers completely washed away and losses pegged at Rs 1,200 crore. The disaster highlighted the vulnerability of hill regions to extreme weather events intensified by climate change.
Cyclone impacts
India’s coastline continues to face severe cyclonic activity. Cyclone Amphan in 2020 created massive devastation, with 98 deaths reported and damage to 3.4 million people left without power. More recently, Cyclone Dana in October 2024 made landfall accompanied by heavy rainfall, while Cyclone Fengal caused massive flooding in southern India.
Socio-economic consequences
The economic toll of disasters is enormous. Between 1953 and 2020, floods alone caused losses exceeding Rs 437,000 crore, affecting 492 million hectares of land and damaging over 82 million houses. According to the United Nations Office for Disaster Risk Reduction, India suffered nearly $80 billion in economic losses over two decades, with 79,732 deaths between 2000 and 2019.
Beyond immediate damages, disasters disrupt economic development. Agricultural productivity plummets, industrial production halts, infrastructure is destroyed, and millions are displaced. The Government of India reported that in the last two decades, more than 46,000 lives were lost, 16.35 lakh animals perished, 261 lakh houses were damaged, and 89 million hectares of crops were destroyed.
The urban disaster challenge
Urban flooding has emerged as a major concern. Chennai’s 2015 floods caused 500 deaths and Rs 50,000 crore in economic losses. Kerala’s 2018 floods in Wayanad and Idukki districts claimed 400 lives and caused Rs 30,000 crore in losses. Mumbai experienced devastating urban floods in July 2005, with thousands of deaths and 14,000 homes inundated.
These urban disasters expose the inadequacy of drainage systems, the risks of unplanned development, and the vulnerability of informal settlements. Coastal and inland cities located near rivers, such as Mumbai, Kolkata, and Delhi, face increased risk and intensity of flooding as climate change progresses.
Looking ahead: Building resilience
India has made progress in disaster management since the Disaster Management Act of 2005. The National Disaster Management Authority coordinates preparedness efforts, while improved early warning systems provide advance notice of cyclones and floods. However, challenges remain.
The country needs integrated approaches that address urbanization planning, strengthen informal settlements, improve infrastructure resilience, and enhance community preparedness. Investments in sustainable urban development, nature-based solutions like mangrove restoration, and climate adaptation strategies are essential.
Education and awareness programs can build a culture of resilience from the grassroots level. As disasters become more frequent and intense due to climate change, India must shift from reactive response to proactive preparedness, ensuring that economic development goes hand-in-hand with disaster risk reduction.
