Climate change demands urgent action, but the path forward remains contested. Should we pursue technological innovation within existing economic systems, or fundamentally rethink our relationship with growth and consumption? This question sits at the heart of climate policy debates worldwide, particularly in rapidly developing nations like India that face the dual challenge of lifting millions out of poverty while addressing environmental degradation.

The co-benefits approach: aligning development with climate goals

India has pioneered a pragmatic framework known as the co-benefits approach, which demonstrates that emission reduction measures need not conflict with development priorities. This strategy recognizes that energy-related air pollutants and carbon dioxide emissions often arise from the same sources, creating opportunities for integrated solutions.

The evidence is compelling. Research published in Nature Sustainability found that climate-oriented policies in India could reduce emissions by 0.1 to 1.8 gigatons of CO2 equivalent annually by 2030. The largest benefits would come from residential clean energy programs, particularly transitioning from biomass cooking fuels, and curbing emissions from brick production and agricultural residue burning.

These policies deliver measurable health improvements alongside climate benefits. Studies in Ahmedabad showed that combining renewable energy with adaptation measures like cool roofs could prevent 1,216 to 1,414 premature deaths annually compared to business-as-usual scenarios. When ambitious air quality targets are met, the health benefits multiply dramatically.

India’s National Clean Air Programme exemplifies this integrated thinking. Launched in 2019, the programme aims to reduce fine particulate pollution by 20-30% by 2024 while simultaneously addressing climate change through coordinated action across 102 cities.

Green growth: renewable energy as economic opportunity

Green growth advocates argue that renewable energy investments can simultaneously address climate change while driving economic expansion and job creation. The numbers support this optimism. Global renewable energy employment reached 12.7 million jobs in 2021, growing by 700,000 positions in a single year, with solar photovoltaic alone accounting for 4.3 million jobs.

The economic impact extends beyond employment. In 2023, clean energy contributed approximately 320 billion dollars to global GDP, representing 10% of global GDP growth. In the United States, clean energy accounted for 6% of economic growth, while in China it represented one-fifth of GDP expansion.

In the US, clean energy jobs grew by 4.2% in 2023, more than double the overall economy’s 2% growth rate. The sector added 142,000 jobs, with particularly strong growth in zero-emission vehicles, renewable energy, and grid modernization.

India’s clean energy trajectory shows similar promise. The country aims to meet half its energy needs from renewable sources by 2030, with policies like the Production Linked Incentive attracting growing investment in manufacturing capacity. This transition creates opportunities for inclusive development when properly designed.

The Green New Deal framework

The Green New Deal concept, which gained prominence in the United States, explicitly connects climate action with social justice and job creation. This framework pairs renewable energy transitions with efforts to democratize production and management of energy resources, ensuring that benefits reach communities historically excluded from economic opportunities.

Post-growth and degrowth: questioning the growth imperative

While green growth promises win-win solutions, a growing number of researchers and activists question whether endless economic expansion remains feasible or desirable. Degrowth advocates argue that wealthy economies should abandon GDP growth as a goal, scale down destructive production, and focus on securing human needs and well-being.

Post-growth thinking encompasses several approaches, including degrowth, which advocates deliberate reduction in material consumption, and steady-state economics, which seeks to stabilize economic activity within ecological limits. These perspectives challenge the assumption that infinite growth is possible on a finite planet.

The scientific consensus increasingly supports such concerns. Both the Intergovernmental Panel on Climate Change and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services have suggested that degrowth policies merit consideration in addressing climate breakdown and biodiversity loss.

Gandhian economics and India’s alternative vision

India possesses its own tradition of post-growth thinking through Gandhian economics, which emphasizes self-sufficiency, local production, and conscious limitation of wants. Gandhi distinguished between standard of living, focused on material possessions, and standard of life, which prioritizes cultural and spiritual values.

These principles resonate with contemporary degrowth discourse. Some scholars suggest that India needs not degrowth but regrowth, emphasizing equitable and ecologically sustainable prosperity, similar to Gandhi’s concept of sarvodaya. This approach recognizes that while wealthy nations must reduce consumption, developing regions still require material improvements to meet basic needs.

Gandhian principles advocate for village-based democratic structures built on self-reliance and needs satisfaction, offering an alternative to centralized industrial development that could inform more sustainable pathways.

Combining technology with social change: the energy democracy imperative

Neither technological solutions nor economic restructuring alone suffices to address climate change equitably. The emerging energy democracy movement demonstrates how these approaches can combine, pairing renewable energy transitions with democratic control over energy systems.

Energy democracy advocates social ownership of energy infrastructure, decentralization of energy systems, and expanded public participation in energy policymaking. This framework recognizes that who controls the transition matters as much as the technology deployed.

Decentralized renewable energy and community control

Decentralized energy models prioritize community-based resources that advance environmental, economic, and social justice needs. Community-governed microgrids, local energy cooperatives, and public ownership structures ensure that benefits flow to communities rather than concentrating in corporate hands.

Recent research emphasizes that community-led renewable energy projects rooted in democratic governance strengthen democracy while safeguarding rights. These initiatives prove particularly crucial in regions historically marginalized by extractive energy systems.

Mass public transport and sustainable infrastructure

Democratic resource control extends beyond electricity to transportation. Energy democracy movements advocate for decentralized energy models emphasizing local economic development, jobs, and wealth building rather than systems controlled by distant corporations.

Public transportation exemplifies how technological solutions require social restructuring. Nearly 100 cities worldwide now offer free public transit, demonstrating that sustainable mobility need not depend on market mechanisms. Combined with pedestrian-friendly urban design and cycling infrastructure, these systems reduce emissions while improving accessibility.

Addressing climate justice through democratic structures

Climate justice demands that solutions address historical inequities and current power imbalances. Energy transitions must prioritize cleaning air, land, and water; generating economic opportunities; alleviating energy poverty; and creating local ownership models.

This requires mechanisms ensuring that frontline communities, particularly those most affected by pollution and climate impacts, have meaningful voice in decision-making. Democratic energy systems can deliver strong social outcomes while finding common ground with environmental justice advocacy.
