Asia stands at a critical crossroads where rapid development meets unprecedented disaster risk. Every year, millions of people across the continent face the devastating impacts of earthquakes, floods, typhoons, and other hazards that threaten lives, livelihoods, and decades of development progress. The question is no longer whether disasters will strike, but how prepared the region is to face them.

Asia’s unique vulnerability to disasters

The Asia-Pacific region faces a level of disaster exposure unmatched anywhere else on the planet. Home to 60 percent of the world’s population, the region experiences an alarming concentration of both hazards and vulnerable communities. Between 1970 and 2018, the region witnessed 87 percent of all people affected by disasters globally, despite having just over half the world’s population.

The statistics paint a sobering picture. A person living in Asia is six times more likely to be affected by disaster events than someone living outside the region. The economic toll has been staggering, with the region losing $1.5 trillion to disasters between 1970 and 2018. As a percentage of GDP, these losses exceed those in any other part of the world, and this gap continues to widen.

The urbanization challenge

Rapid urbanization has become a double-edged sword for disaster risk in Asia. The region now contains 21 of the world’s 35 megacities, with this number expected to grow substantially by 2030. While cities offer economic opportunities, the pace of development often overtakes proper infrastructure planning and disaster risk management.

The concentration of people and assets in urban areas creates what experts call “intensive risk.” More than 50 percent of the world’s population now lives in urban areas on just 2 percent of the land surface, with most of these cities located in Asia. This density, combined with inadequate building codes and informal settlements, magnifies the impact when disasters strike.

Environmental degradation as a risk multiplier

Environmental degradation compounds the region’s disaster vulnerability. Approximately 60 percent of coastal mangroves in the Asia-Pacific region have been cleared for development, over 40 percent of coral reefs have disappeared due to human activities, and about 28 percent of land area has been affected by land degradation. This loss of natural protection systems leaves communities more exposed to floods, landslides, and coastal storms.

Logging and land clearances for farming have caused dramatic loss of tree cover in many areas, depleting natural protection and increasing the risk of landslides. Combined with climate change impacts, these environmental changes create a perfect storm of increasing hazard frequency and intensity.

Regional disaster preparedness programs

Recognizing these mounting challenges, the region has developed comprehensive programs to strengthen disaster preparedness and response capabilities. Central to these efforts has been the Asian Disaster Preparedness Center, an intergovernmental organization that has coordinated regional resilience-building since its establishment in 1986.

Asian Urban Disaster Mitigation Programme

The Asian Urban Disaster Mitigation Programme (AUDMP) represented a groundbreaking approach to urban disaster risk reduction. Running from 1995 to 2004, the program worked in nine countries across Asia: Bangladesh, Cambodia, India, Indonesia, Lao PDR, Nepal, Philippines, Sri Lanka, and Thailand.

AUDMP employed a three-tiered strategy that proved highly effective. First, it established National Demonstration Projects in each target country, providing working examples of urban hazard mitigation. These projects assessed specific hazards in selected urban areas and implemented appropriate mitigation measures tailored to local contexts.

Second, the program built public and private networks through its Information and Networking component. This created forums for exchanging information and experiences on urban disaster management, with the goal of replicating successful practices throughout the region.

Third, AUDMP institutionalized hazard mitigation practices through training and continuing education. The program developed a core curriculum in hazard assessment and mitigation, using a “train-the-trainers” approach to build sustainable local capacity. Partner institutions in each country continue to offer these courses regularly to multi-stakeholder audiences.

Programme for Enhancement of Emergency Response

While AUDMP focused on mitigation, the Programme for Enhancement of Emergency Response (PEER) has concentrated on building immediate response capabilities. Initiated in 1998 with support from USAID’s Bureau for Humanitarian Assistance, PEER has been instrumental in training emergency responders across the region for over two decades.

PEER developed four core training programs that address different aspects of emergency response. The Medical First Responder (MFR) course equips participants with basic and advanced life support skills. The Collapsed Structure Search and Rescue (CSSR) program trains teams in urban search and rescue techniques. Hospital Preparedness for Emergencies (HOPE) focuses on preparing healthcare facilities for disaster situations. Community Action for Disaster Response (CADRE) trains community-level first responders.

The program’s current phase emphasizes institutionalization, working with national preparedness partnerships to integrate PEER courses into country strategies and organizational programs. Countries including Bangladesh, India, Pakistan, Nepal, Sri Lanka, and the Maldives have demonstrated steady progress in embedding these curricula into their national systems. In India, for example, active adoption of MFR and CSSR has enabled the National Disaster Response Force to retain its core competence and function effectively.

Impact of regional partnerships

The success of disaster preparedness initiatives in Asia owes much to strategic partnerships among international agencies, regional organizations, and national governments. These collaborations have leveraged resources, expertise, and technology to build resilience at scale.

USAID’s sustained commitment

The U.S. Agency for International Development (USAID) has been a cornerstone partner in regional disaster preparedness efforts. Through programs like AUDMP and PEER, USAID has invested in long-term capacity building rather than just emergency response. This sustained commitment has enabled programs to evolve and deepen their impact over decades.

USAID’s partnership with NASA through the SERVIR program demonstrates the power of combining satellite technology with disaster management needs. SERVIR-Mekong (2014-2019) and its successor SERVIR Southeast Asia help countries use geospatial services to address development challenges, including improving flood forecasting and drought monitoring.

Collaboration with UNDP and multilateral institutions

The United Nations Development Programme (UNDP) has worked extensively across the Asia-Pacific region to strengthen disaster risk reduction and recovery systems. UNDP’s support ranges from disaster preparedness and early warning systems in 23 countries to generating and using data for risk reduction in 15 countries.

The World Bank has also been a key partner, particularly through initiatives like the Climate Adaptation and Resilience for South Asia project. This partnership between ADPC, the Regional Integrated Multi-Hazard Early Warning System, and the World Bank supports informed decision-making across Bangladesh, Nepal, and Pakistan by improving data availability and developing climate resilience tools.

Building sustainable local capacity

Perhaps the most significant impact of these partnerships has been the development of sustainable local capacity. Rather than creating dependency on external support, programs have focused on training local trainers, establishing national institutions, and embedding disaster risk reduction into government systems and policies.

The Asian Disaster Preparedness Center now works with nine founding member countries-Bangladesh, Cambodia, China, India, Nepal, Pakistan, Philippines, Sri Lanka, and Thailand-and maintains partnerships with 16 additional countries through its Regional Consultative Committee. This network ensures that knowledge and best practices flow freely across borders, enabling countries to learn from each other’s experiences.

The shift from international to regional and national ownership represents a fundamental evolution in disaster preparedness. Countries are no longer passive recipients of assistance but active partners in developing and implementing solutions tailored to their specific contexts and needs.

Looking ahead

Asia’s disaster preparedness landscape has transformed dramatically over the past three decades. From limited awareness and capacity in the 1980s, the region has built sophisticated early warning systems, trained thousands of emergency responders, and mainstreamed disaster risk reduction into development planning. Yet significant challenges remain as climate change intensifies hazards and rapid urbanization concentrates vulnerability.

The success of programs like AUDMP and PEER demonstrates that sustained investment in capacity building, combined with strong regional partnerships, can make communities more resilient. The key lies in continuing to strengthen these networks, learning from both successes and failures, and ensuring that disaster preparedness remains a priority even when immediate crises are not at hand.
