Collaborative strategies for disaster risk reduction have moved beyond isolated responses to embrace multi-stakeholder platforms, integrated resource sharing, and the alignment of local initiatives with global frameworks. These approaches recognize that reducing disaster risk requires the combined efforts of governments, communities, international organizations, and civil society working in concert.

Building bridges through multi-stakeholder platforms

Multi-stakeholder platforms serve as crucial coordination mechanisms that bring diverse actors together to share knowledge, resources, and expertise. The United Nations Office for Disaster Risk Reduction (UNDRR) has established global and regional platforms that enable governments, NGOs, scientists, practitioners, and UN organizations to exchange experiences and agree on strategic guidance for implementing disaster risk reduction frameworks. These platforms function as forums where stakeholders can showcase practical applications, develop joint strategies, and guide decision-makers at multiple levels.

At the global level, the Global Platform for Disaster Risk Reduction serves as the premier forum for information exchange and partnership-building across sectors. Regional platforms complement this structure by addressing specific challenges and vulnerabilities unique to different geographical areas, while national platforms translate these frameworks into actionable strategies within countries.

India established its National Platform for Disaster Risk Reduction in 2013 as a pioneering example of this approach. This multi-stakeholder and multi-sectoral platform brings together government officials, parliamentarians, mayors, media representatives, international organizations, NGOs, local community representatives, scientific institutions, and corporate businesses. The platform aims to facilitate dialogue and the sharing of experiences, views, and research findings while exploring opportunities for mutual cooperation in disaster risk reduction.

Structure and coordination mechanisms

India’s National Platform operates under the leadership of the Union Home Minister, with the Minister of State for Disaster Management and the Vice-Chairman of the National Disaster Management Authority serving as Vice-Chairpersons. This high-level political commitment ensures that disaster risk reduction receives sustained attention and resources. The platform has held multiple sessions since its inception, each focusing on critical themes such as mainstreaming disaster risk reduction in development and building local resilience in a changing climate.

These platforms serve several essential functions including reviewing progress in disaster management, assessing policy implementation, advising on coordination between different levels of government, and providing strategic direction for national action plans. The collaborative nature of these mechanisms ensures that disaster risk reduction strategies benefit from diverse perspectives and expertise.

Resource mapping and integrated policy frameworks

Effective stakeholder collaboration requires clear frameworks for resource sharing, capacity building, and policy integration. Successful disaster risk reduction depends on stakeholders understanding their roles, identifying available resources, and coordinating their efforts to avoid duplication while maximizing impact.

Resource mapping involves identifying and cataloging the capabilities, assets, and expertise that different stakeholders bring to disaster management. This includes physical resources like emergency equipment and shelters, human resources such as trained personnel and volunteers, financial resources for disaster preparedness and response, and knowledge resources including research findings and best practices.

Awareness and capacity development

UNDRR works with various stakeholders to strengthen disaster risk governance through targeted capacity building programs. These initiatives help governments and communities develop the technical expertise needed for risk assessment, early warning systems, and disaster response. The emphasis on building local capacity ensures that communities become active participants in disaster management rather than passive recipients of aid.

Policy integration ensures that disaster risk reduction considerations are embedded across multiple sectors including urban planning, agriculture, health, education, and infrastructure development. This mainstreaming approach prevents the creation of new risks through poorly planned development while addressing existing vulnerabilities. India’s collaboration with UNDP has focused on mainstreaming disaster risk reduction and climate change adaptation into national flagship programs, identifying gaps and entry points for risk-sensitive planning.

Connecting local action with global frameworks

While global frameworks provide direction and standards, local initiatives drive tangible change in communities. The key to effective disaster risk reduction lies in creating strong synergies between these two levels, ensuring that global commitments translate into local action while local innovations inform global policy.

The Sendai Framework foundation

The Sendai Framework for Disaster Risk Reduction 2015-2030 provides the global blueprint for preventing new disaster risks and reducing existing ones. Adopted by UN member states in 2015, the framework outlines seven global targets and four priority areas for action: understanding disaster risk, strengthening disaster risk governance, investing in disaster reduction for resilience, and enhancing disaster preparedness for effective response.

The framework explicitly recognizes that while drivers of disaster risk may be global, disaster risks have local and specific characteristics that must be understood for determining appropriate risk reduction measures. This acknowledgment creates space for locally-driven initiatives that align with global standards while addressing unique community needs.

Women-led resilience in Odisha

Odisha’s approach to disaster management demonstrates how local initiatives can exemplify global principles. Following the devastating Super Cyclone of 1999, Odisha became the first Indian state to establish a disaster management authority, placing local communities at the heart of disaster preparedness efforts. The state has trained gram panchayats, women’s self-help groups, and over 100,000 volunteers to reduce disaster risk and manage rescue operations.

In Ganjam district, women from self-help groups have emerged as leaders in disaster preparedness through the Swayamsidha initiative. These women, who have experienced natural disasters firsthand, receive training in managing emergencies including cyclones, heatwaves, earthquakes, and floods. They learn essential skills such as safe rescue techniques, first aid, and community mobilization, becoming the first line of response during disasters.

The initiative recognizes that women possess high levels of risk awareness, extensive knowledge of their communities, and strong social networking practices that make them effective leaders in disaster response. Over 300 women across Odisha have been trained as Climate Champions through government and UNDP support, learning sustainable agriculture, mangrove restoration, and disaster preparedness. When Cyclone Dana struck the Puri coast, these trained women helped their villages prepare for the storm, reducing damage and saving lives.

Creating sustainable collaborative systems

The success of collaborative disaster risk reduction depends on creating sustainable systems that can adapt to evolving risks. This requires ongoing investment in training, regular platform meetings to review progress, transparent information sharing mechanisms, clear accountability structures, and inclusive participation that ensures marginalized communities have a voice.

UNDRR’s work program emphasizes creating global networks that support stakeholder engagement and expand knowledge-sharing platforms. These efforts complement national platforms by facilitating international cooperation while respecting the autonomy of local initiatives.

The integration of traditional knowledge with scientific expertise enhances the effectiveness of disaster risk reduction strategies. Communities possess generations of experience in managing local hazards, and this knowledge, when combined with modern early warning systems and resilient infrastructure, creates robust protection mechanisms.

Collaborative strategies for disaster risk reduction represent a fundamental shift from reactive emergency response to proactive risk management. Multi-stakeholder platforms provide the architecture for coordination, resource mapping and policy integration ensure efficient use of capabilities, and the alignment of local initiatives with global frameworks creates coherence across scales. As climate change intensifies disaster risks, the need for effective collaboration becomes more urgent, making these strategies not just beneficial but essential for protecting lives and livelihoods.
