When disaster strikes, the difference between chaos and coordinated response often comes down to one thing: preparation. Over the past three decades, the global community has learned that effective disaster management isn’t just about responding to crises-it’s about preventing them, reducing risks, and building resilience long before disaster hits. This shift in thinking has shaped international frameworks and national policies that now guide how countries prepare for and manage disasters.

Principles of disaster risk reduction
Disaster risk reduction operates on a fundamental premise: disasters are not inevitable consequences of natural hazards. Instead, they result from a combination of hazard exposure, vulnerability, and inadequate capacity to respond. Modern disaster management strategies focus on addressing these underlying factors rather than simply reacting to events after they occur.
At the heart of effective disaster risk reduction lies the principle of prevention over response. This means integrating risk considerations into every aspect of development planning-from infrastructure projects to urban planning to agricultural policies. When communities build schools in flood-prone areas, for instance, they must account for flood risk in the design, location, and construction materials used.
Another core principle emphasizes multi-stakeholder engagement. Disaster risk governance requires coordination across government levels, private sector involvement, community participation, and scientific expertise. No single entity can effectively manage disaster risk alone-it demands collaboration across sectors and scales.
The concept of “Build Back Better” has also emerged as a guiding principle. When disasters do occur, the recovery phase presents a critical opportunity to reduce future risk by reconstructing in ways that address previous vulnerabilities. This might mean relocating communities from high-risk zones, upgrading building codes, or improving early warning systems based on lessons learned.
Global frameworks: Yokohama to Sendai
The evolution of international disaster management strategies reflects growing understanding of disaster risk and increasingly sophisticated approaches to reducing it. Three major frameworks have shaped global disaster risk reduction efforts over the past thirty years.
Yokohama Strategy 1994
The Yokohama Strategy and Plan of Action for a Safer World emerged from the first World Conference on Natural Disaster Reduction in 1994. This landmark document marked the beginning of a significant shift in how the international community approached disasters. Rather than viewing them purely as natural phenomena requiring emergency response, the Yokohama Strategy recognized the crucial role of human actions and socioeconomic vulnerability in disaster outcomes.
The strategy established ten guiding principles and emphasized improving coping mechanisms to help communities better recover from disaster impacts. It valued local knowledge and experience in managing emergencies, acknowledging that at-risk communities often possess valuable insights into disaster preparedness. However, the Yokohama Strategy remained relatively generic in its recommendations and lacked specific, measurable targets for implementation.
Hyogo Framework for Action 2005-2015
Following a comprehensive review that identified gaps in governance, risk assessment, knowledge management, and preparedness, the international community adopted the Hyogo Framework for Action in 2005. The timing was significant-the conference took place shortly after the devastating 2004 Indian Ocean tsunami, which heightened public awareness about disaster risks.
The Hyogo Framework represented a more systematic and proactive approach to disaster management. It established five priorities for action: making disaster risk reduction a priority, knowing the risks and taking action, building understanding and awareness, reducing risk, and strengthening preparedness for response. The framework aimed to achieve substantial reduction of disaster losses by 2015 through integration of risk reduction into sustainable development policies and strengthening of institutional capacities.
This period marked a conceptual shift from focusing primarily on coping and relief interventions to emphasizing risk preparedness and prevention. Countries were encouraged to develop national platforms for disaster risk reduction and establish clear institutional mechanisms for implementation.
Sendai Framework for Disaster Risk Reduction 2015-2030
Building on lessons learned from the Hyogo Framework, the Sendai Framework for Disaster Risk Reduction 2015-2030 was adopted in March 2015 by UN member states. This framework brought greater specificity and accountability to global disaster risk reduction efforts through seven measurable global targets and four clear priorities for action.
The four priorities are understanding disaster risk, strengthening disaster risk governance, investing in disaster risk reduction for resilience, and enhancing disaster preparedness for effective response and recovery. These priorities address disaster risk in all its dimensions-vulnerability, capacity, exposure to hazards, and hazard characteristics-with the goal of preventing new risk creation while reducing existing risk.
The Sendai Framework introduced specific targets including substantially reducing global disaster mortality and economic losses by 2030, increasing the number of countries with national and local risk reduction strategies, and expanding access to multi-hazard early warning systems. It also expanded the scope beyond natural hazards to include technological and biological hazards, reflecting the complex, interconnected nature of modern disaster risks.
Importantly, the Sendai Framework explicitly connects disaster risk reduction with broader development agendas, working in tandem with the Sustainable Development Goals, Paris Agreement on Climate Change, and other 2030 Agenda agreements. This integration recognizes that sustainable development cannot be achieved without addressing disaster risk.
Institutionalizing national systems
While international frameworks provide guidance and direction, effective disaster management ultimately depends on strong national and local institutional structures. Countries must translate global principles into concrete policies, legal frameworks, and operational systems tailored to their specific contexts.
India’s institutional framework
India provides a compelling example of comprehensive institutionalization of disaster management. Following devastating disasters and recognizing the need for a more systematic approach, India enacted the Disaster Management Act in 2005. This legislation established a complete legal and institutional framework for disaster management at national, state, district, and local levels.
At the apex sits the National Disaster Management Authority, headed by the Prime Minister, which formulates policies, plans, and guidelines for disaster management. The NDMA vision emphasizes building a safe and disaster-resilient India through a holistic, proactive, technology-driven strategy that fosters a culture of prevention, mitigation, preparedness, and response.
The Act mandates creation of State Disaster Management Authorities headed by Chief Ministers and District Disaster Management Authorities at the district level, ensuring coordinated action across all governmental tiers. This multi-level structure allows for both top-down policy guidance and bottom-up local implementation, with clear roles and responsibilities at each level.
India’s approach integrates disaster risk reduction into development planning across sectors. The National Disaster Management Plan, revised in 2019, incorporates commitments from the Sendai Framework, Sustainable Development Goals, and Paris Agreement on Climate Change. The plan brings together central ministries, state departments, and district functionaries, defining their respective roles in disaster management.
Beyond institutional structures, India has developed operational capabilities including the National Disaster Response Force, early warning systems, disaster management training programs through the National Institute of Disaster Management, and regular mock exercises to test preparedness. Financial mechanisms like the State Disaster Response Fund and National Disaster Response Fund provide resources for both immediate response and long-term mitigation.
This comprehensive framework demonstrates how countries can embed disaster management into governance structures, moving from ad hoc crisis response to systematic risk reduction integrated into regular development processes. The success of such systems depends on sustained political commitment, adequate resources, coordination across agencies, and active participation of communities.
