The path toward a safer and more sustainable world has been marked by decades of global collaboration, with disaster risk reduction emerging as a cornerstone of development planning. As we look ahead, the integration of disaster risk reduction into sustainable development policies isn’t just desirable-it’s essential. The journey from early frameworks to today’s comprehensive strategies reveals both progress and persistent challenges that demand urgent action.

The evolution of global disaster risk reduction frameworks

The international community’s commitment to disaster risk reduction began taking formal shape in 1994 with the Yokohama Strategy and Plan of Action for a Safer World. Adopted at the first World Conference on Natural Disasters, this pioneering framework represented the initial attempt to provide international guidelines for disaster prevention, preparedness, and mitigation. The Yokohama Strategy established ten fundamental principles, emphasizing that risk assessment must be a required step for adopting adequate disaster reduction policies.

Building on this foundation, the Hyogo Framework for Action (2005-2015) advanced the global agenda by becoming the first plan to explain and detail the work required from all sectors to reduce disaster losses. The framework brought governments, international agencies, and disaster experts into a common coordination system, marking a significant step toward comprehensive risk management.

The most recent and ambitious agreement, the Sendai Framework for Disaster Risk Reduction 2015-2030, was adopted at the Third UN World Conference in Sendai, Japan, on March 18, 2015. This successor to the Hyogo Framework introduced crucial innovations, including a strong emphasis on disaster risk management rather than merely disaster management, and a significant broadening of scope to address both natural and man-made hazards. The framework established seven global targets and four priority areas: understanding disaster risk, strengthening governance, investing in resilience, and enhancing preparedness.

Connecting disaster risk reduction with sustainable development

The recognition that disaster risk reduction is integral to social and economic development has grown stronger with each successive framework. This understanding reflects a fundamental truth: disasters threaten development gains, while poorly planned development can create new disaster risks. Without addressing these risks, achieving sustainable development becomes impossible.

The 2030 Agenda integration

The 2030 Agenda for Sustainable Development explicitly recognizes the urgent need to reduce disaster risk. Among the 17 Sustainable Development Goals, 25 targets across 10 goals relate directly to disaster risk reduction, firmly establishing DRR as a core development strategy. Target 11.5 specifically calls for significantly reducing disaster deaths and economic losses by 2030, while Target 11.b emphasizes implementing integrated policies for resilience and holistic disaster risk management.

This integration ensures that disaster risk considerations permeate multiple development sectors-from poverty eradication and food security to climate action and sustainable cities. The Sendai Framework Monitor aligns with 11 indicators across SDGs 1, 11, and 13, creating a complementary reporting system that reduces the burden on national institutions while ensuring coherent progress tracking.

The financial imperative

The economic case for integrating DRR into development is compelling. Disasters have exacted an enormous toll, with conservatively estimated costs of $314 billion per year in the built environment alone. Between 2005 and 2015, more than 1.5 billion people were affected by disasters, with women, children, and vulnerable populations disproportionately impacted. These losses undermine hard-earned development gains and threaten to derail progress toward achieving the SDGs.

Progress and challenges at the midpoint

As we approach the halfway mark of the Sendai Framework’s implementation period, the picture shows both encouraging advancement and sobering realities. According to recent monitoring data, 163 countries (84% globally) now report on Sendai Framework targets, demonstrating widespread commitment to the agenda.

Notable achievements

The global disaster mortality rate has nearly halved, declining from 1.61 per 100,000 population during 2005-2014 to 0.79 during 2014-2023. The number of countries with national disaster risk reduction strategies has more than doubled since 2015, with 130 countries reporting such strategies by 2024. Regional cooperation has deepened, with over 1,800 local governments participating in the Making Cities Resilient 2030 initiative.

Technology and innovation have enhanced early detection and decision-making through satellite-based risk mapping, artificial intelligence, and improved disaster tracking platforms. Countries have adopted updated risk laws and strategies incorporating gender and vulnerability considerations, while innovative financing mechanisms like debt-for-climate swaps and catastrophe bond programs have expanded.

Persistent gaps

Despite progress, significant challenges remain. The number of people affected by disasters increased by 75%, rising from 1,158 per 100,000 population during 2005-2014 to 2,028 during 2014-2023. On average, more than 124 million people are affected by disasters each year globally. Infrastructure damage and financial losses continue climbing, revealing that exposure and vulnerability are increasing faster than resilience-building efforts.

Funding remains critically inadequate, with most countries meeting only 10 to 25 percent of their DRR needs. The focus remains heavily weighted toward disaster response rather than prevention, particularly in least developed countries where international support for capacity building and risk-informed investments is crucial but insufficient.

The urgent call to action

The midterm review of the Sendai Framework underscored that disaster risk reduction is not merely about managing emergencies-it’s about creating conditions for sustainable and inclusive development. This demands transformative changes across multiple fronts.

Mainstreaming risk-informed governance

Governments must shift from reactive approaches to anticipation and prevention, integrating risk reduction into all sectors and planning levels. This requires developing strategic foresight capabilities, strengthening national data ecosystems, and ensuring that disaster and climate risks factor into every development decision. The UN Plan of Action on Disaster Risk Reduction for Resilience provides a roadmap for this integration, emphasizing system-wide coherence and coordinated support to countries.

Transforming financial systems

The global financial architecture must evolve to prioritize risk reduction over risk generation. This means reconfiguring investment frameworks to incentivize prevention, expanding access to climate and disaster financing instruments, and ensuring that development assistance incorporates DRR measures across all sectors. Greater international cooperation through mechanisms like the Santiago Network will be essential for supporting vulnerable countries.

Empowering local action

While national governments hold primary responsibility, effective DRR requires empowering local authorities and communities with resources, knowledge, and decision-making power. Locally-led action must become standard practice, supported by traditional and indigenous knowledge alongside technological innovations. The success of programs like Making Cities Resilient demonstrates the power of grassroots engagement.

Accelerating technology adoption

Emerging technologies offer unprecedented opportunities for enhancing early warning systems, improving risk assessment, and enabling faster response. However, technology transfer must accelerate to ensure developing countries can access and deploy these tools effectively. This includes sharing non-sensitive data, promoting open-source platforms, and building technical capacity at all levels.

Building the resilient future we need

The convergence of the Sendai Framework, the 2030 Agenda for Sustainable Development, and the Paris Agreement on climate change creates a unique opportunity for coherent, coordinated action. Achieving a sustainable future requires recognizing that disaster risk reduction isn’t a standalone objective but an essential element woven through every aspect of development.

Success demands collective commitment from all stakeholders-governments, businesses, civil society, academia, and affected communities. It requires moving beyond siloed approaches to embrace integrated solutions that address the root causes of vulnerability while building adaptive capacity. The triple planetary crisis of climate change, pollution, and biodiversity loss intensifies these imperatives, making delay increasingly costly.

The frameworks and tools exist. What’s needed now is the political will, adequate resources, and sustained effort to translate commitments into reality. Every day counts in reducing risk and building resilience. The choices made today will determine whether we achieve the substantial reduction in disaster risk envisioned by the Sendai Framework or continue to see development gains eroded by preventable catastrophes.
